200 Apartments

Planning permission was granted to convert the former Norwich Union (Aviva) offices into 200 apartments.

Acoustic Design and Testing

IEC was commissioned to provide acoustic design and testing services for the project to demonstrate compliance with Approved Document E of The Building Regulations. The range of services provided included advice on separating floor and wall constructions to meet performance standards, calculation of absorption within communal areas to meet Requirement E3 and Pre-Completion Testing (PCT) for Building Control sign-off.

Site Visits and Testing

A number of site visits were carried out during the scheme to review the works as they progressed and carry out testing when sections of the building were at sufficiently complete (2nd fix stage). Testing was often undertaken outside of normal working hours to ensure quiet conditions during the test procedures and not impede site operations during the working day.

Airborne and Impact Sound

The development achieved a high level of airborne and impact sound insulation between flats and easily met the minimum performance standards from Approved Document E. ANC approved sound insulation test reports and certificates were issued by IEC for the development and presented to Building Control as part of the sign-off process.

Calulation Method B

Using calculation Method B which takes into account all surface finishes in each octave band, it was also demonstrated that communal areas adequately controlled reverberant sound and met Requirement E3.

IEC is registered under the Association of Noise Consultants (ANC) Scheme (No. 170) for Pre-Completion Testing.

    Noise Assessment

    Planning permission was conditionally granted for a mixed-use development consisting of retail units and residential flats formed by a material change of use of existing buildings and new extensions. One of the conditions related to noise and specifically the provision of a noise attenuation and mitigation assessment.

    Discharging of the condition was complicated due to the adjoining site previously being occupied by Tesco but was currently unoccupied, restrictions due to the COVID-19 pandemic were still in force and creating an atypical acoustic environment and the former Tesco site was subject of its own planning application for a mixed-use development.

    Essential Consultation

    Consultation with the local authority was essential during the preparation of the Noise Impact Assessment report given the unprecedented situation. A number of sources of information were used to carry out the assessment, as well es exploratory testing of the existing sound insulation of the building to consider sound transmission between the retail and residential areas.

    Historical Data

    IEC was able to use historical noise data obtained from previous survey work along the same road to establish likely road traffic and people noise levels external to the building.

    Predictions and Considerations

    Delivery noise predictions were also undertaken using previously obtained source data from several foodstores over the years.

    Noise ingress was considered using BS8233 calculation routines and recommendations for appropriate glazing, ventilation and roof elements to mitigate noise were detailed within a technical report.

    Exploratory test data obtained from the existing internal walls and floors within the building were used to prepare an Acoustic Design Review relating to Approved Document E, detailing appropriate sound insulation measures to mitigate internal sound transmission.

    The report also highlighted the need for the adjoining development to fully mitigate noise from the potential A3/A4/A5 uses on existing and permitted dwellings around the site. The condition relating to noise was satisfactorily discharged and the developer has commenced preparation work.

      Noise and Dust Compliance

      IEC carries out quarterly routine noise and dust monitoring of infilling operations at Sandon Quarry. Noise monitoring results from a number of positions are compared with the noise limits stated within the site planning conditions.

      Due to extraneous noise from the A12, close range measurements of site operations and subsequent noise modelling has been carried out to demonstrate that the site is operating within the site noise limits.

      Dust Deposition and Soiling

      Dust gauges are located at various stations around the site boundary in order to determine dust deposition and soiling.

      Monitoring Reports

      Advice on noise and dust mitigation measures is provided to the site operator in order to ensure appropriate limits are not exceeded.

      Individual monitoring reports for noise and dust are prepared and submitted to the Local Planning Authority to demonstrate compliance with the relevant planning conditions.

        Building Bulletin 93 (BB93) Acoustic Assessment

        A new single-storey building to provide additional classrooms was built at Notre Dame Prep School in Norwich. The school is a leading independent preparatory school and the new building was required to comply with Building Bulletin 93 (BB93) “Acoustic Design of Schools”.

        Environmental Noise Survey

        IEC carried out  an environmental noise survey to establish the existing ambient noise levels at the location of the building in order to advise on a façade insulation scheme to mitigate noise ingress. Rain noise was also considered as part of the assessment.

        Sound Insulation Testing

        The airborne sound insulation performance of internal separating walls between classrooms and adjoining offices was calculated, as well noise transfer from circulation spaces. Recommendations for internal separating walls and associated flanking structures were made to meet BB93 sound insulation requirements.

        Reverberation times of each space were considered and the amount of additional sound absorption required to allow good speech intelligibility determined.

          Noise and Vibration Monitoring

          Following work as the consulting noise and vibration engineers on the Hopton-on-Sea coastal protection scheme, IEC were instructed to carry out noise and vibration monitoring for the coastal  protection scheme at Lowestoft South Beach.

          The works involved the excavation for and placement of rock armour to form a sea defence scheme.  Rock was imported from Scandinavia by sea to a mooring area off Hopton on-Sea and then transhipped to a smaller barge and discharged at high tide on Lowestoft beach.  Rock was retrieved at low tide and transported using large dump trucks. The rock was then moved from the unloading point and distributed along the causeway before being placed by large excavators at times of low tide.

          Night-Time

          A significant element of work was the breaking out of the existing ramp and driving of steel sheet piles to form a new ramp. The piles were in excess of 10 metres in length and driven using a crane mounted vibrating piling hammer.

          Rock deliveries were carried out at high tide (sometimes at night) which had the potential to cause sleep disturbance from impulsive noise events associated with handling 3-6t pieces of rock armour. Night-time monitoring was carried out during these events and recommendations made on appropriate and reasonable noise mitigation measures.

          Ground-Borne Vibration

          Ground-borne vibration from the piling works were also continuously monitored. Although the measured levels of vibration were perceptible to the occupants of nearby commercial and residential property, at no time were limits exceeded and hence all levels of vibration generated were safe with regard to the integrity of the structures monitored.

          Coastal Protection Scheme - Lowestoft South Beach Project Gallery

            Earsham Quarry Extensions

            Planning permission was granted in September 2020 for three extension areas to Earsham Quarry totalling some 32 hectares.

            Independent Environmental Consultancy (IEC) carried out Noise & Air Quality Assessments as part of the Environmental Statement (ES). Monitoring was carried out at a number of locations to establish baseline conditions for noise and dust during 2019.

            Noise Surveys

            Noise predictions using CadnaA (Computer Aided Noise Abatement) modelling software were carried out at identified noise-sensitive receptor locations. A series of recommendations were included within a strategy to minimise potential noise emissions from the mineral workings during the lifetime of the proposed scheme. The outcome of the modelling demonstrated national Planning Practice Guidance (PPG) criterion would be met for routine and temporary site operations.

            Air Quality Assessments

            The Air Quality Assessment was carried out using the Institute of Air Quality Management (IAQM) Guidance on the Assessment of Mineral Dust Impacts for Planning. The significance of potential fugitive dust emission effects was concluded to be not significant, in accordance with the IAQM methodology.  Mitigation measures were detailed within a Dust Management Plan which was described by the Environmental Protection consultee for Norfolk County Council as “comprehensive”.
